Can DuckDuckGo overtake Google without PageRank algorithm?

As privacy becomes more and more of a concern, the use of DuckDuckGo over Google is rising. People are concerned about Google tracking users searches and clicks, as well as presenting ads based on previous history, and allowing the ads to track you. DuckDuckGo only presents ads based on your search terms and doesn’t track any user data.

The main issue people bring up when using DuckDuckGo is that for niche topics, the search results are much worse than Google. Has Google’s network become so large that, without the PageRank algorithm, can DuckDuckGo provide a similar search experience? With the size of Google’s network, it may be difficult to match the kind of ranking Google can provide. DuckDuckGo is attempting new features, using algorithms on the network to eliminate spam links and clutter, to try and out do Google. Google also has personal information that DuckDuckGo loses by not tracking you, thus Google can take the PageRank results and order based on your preferences as well. It may be too early to tell if DuckDuckGo’s semantic topic detection can overtake PageRank, but if people value their privacy enough, it may be worth the switch. As more use DuckDuckGo, their network could grow large enough to provide better results.
