We went from drought to floods this 2023 summer. Storm and flooding can contaminate crops with silt. The soil organisms produce butyric acid during fermentation, and are dangerous in dry hay as well. Also remember that flood waters carry all kinds of debris and contaminants into fields (ie oil, metal objects, etc). Here is a previous article, Flood and Storm Damaged Crops by Kevin Ganoe and David Balbian, Cornell Cooperative Extension, 2011. Still good advice today.
