EFNEP Funding: Association & RegionLetter of Intent and Budget Projection – Due August 15, 2023
On or about July 1 - Notification of EFNEP Funds will be sent via email to executive directors, local supervisors and regional coordinators.
It is important that the funds for EFNEP Adhere to the CCE Administration Fiscal Guidance and Smith-Lever Allowable/Unallowable Use of funds. Be sure to review these documents when preparing the submissions to ensure compliance.
Contained below are the submission templates and instructions for each.
Use of the instructions will facilitate successful completion of the templates.
- Budget Projection Template
Please note this template allows for the projection of the Regional Data Management and Regional Coordinator budgets, if applicable.
Use of Funds
- The association must have a minimum of 1.0 FTE paraprofessional staff dedicated to EFNEP with the minimum base-funding
(Program Educator I or Program Educator II – CCE Job Families ) is received.
- A minimum of 80% of the EFNEP Allocation must go to paraprofessional salaries and support.
- A maximum of 20% of the EFNEP Allocation may be put toward professional and clerical salaries and support.
- Use EFNEP funds only on allowable expenses.

- the budget projection must be completed with the support of the bookkeeper/accountant in the Association

Annual Report – Due on December 1
On or about November 1 - Notification will be sent via email to executive directors, local supervisors and regional coordinators.
The Annual Report will be forwarded to the EFNEP Lead in each Association via email. The Annual Report will contain the years' quantitative output toward quality EFNEP. The EFNEP Lead will review the output, contained within the report, and complete a series of questions to provide a qualitative summary of EFNEP during the program year. The Annual Report must be completed and returned to Michelle Scott-Pierce.

Policies, Systems, and Enviromental work (PSE)Key Resources
- Centers for Disease Control and Prevention (CDC), Nutrition, Physical Activity and Obesity Prevention Strategies and Guidelines: A website with links to resources developed or recommended by the CDC describing organizational-level and community-level strategies to promote healthy eating, physical activity, or both, in adults and/or children. Includes guidance for program managers, policy makers, and others on how to select, implement, and measure strategies.
- Centers for Disease Control and Prevention (CDC) Health Equity Resource Toolkit for State Practitioners Addressing Obesity Disparities: A toolkit designed to increase the capacity of state health departments and their partners to work with and through communities to implement effective responses to obesity in populations that are facing health disparities. The toolkit’s primary focus is on how to create policy, systems, and environmental changes that will reduce obesity disparities and achieve health equity.
- Community Tool Box: This free, online resource, provided as a service of the Center for Community Health and Development at the University of Kansas includes over 300 educational modules with tips tools for those taking action to build healthier communities and bring about social change.
- National Collaborative on Childhood Obesity Research, Measures Registry User Guides: A website developed to help researchers choose the most appropriate measures for their work in childhood obesity. The user guides provide an overview of measurement, describe general principles of measurement selection, present case studies that walk researchers through the process of using the Measures Registry to select appropriate measures, and direct researchers to additional resources and sources of useful information. A Fact Sheet for each user guide can be found here.
- SNAP-Ed Connection: A dynamic online resource center for State and local SNAP-Ed personnel, containing databases, information, and training for people involved with the SNAP-Ed program.
- SNAP-Ed Evaluation Framework: Nutrition, Physical Activity, and Obesity Prevention Indicators: A one-page program evaluation tool outlining Readiness and Capacity (short-term), Changes (medium-term), and Effectiveness and Maintenance (long-term) nutrition, physical activity, and obesity prevention indicators for the three levels of changes: individual, environmental settings, and sectors of influence. The online version allows you to explore each component of the framework.
- SNAP-Ed Evaluation Framework: Nutrition, Physical Activity, and Obesity Prevention Indicators: Interpretive Guide to the SNAP-Ed Evaluation Framework: A 320-page guide for SNAP-Ed program administrators and program evaluators. The guide identifies and explains the indicators in the SNAP-Ed Evaluation Framework, outcome measures, and preferred methodologies for tracking success. [Note: this is have to be an internal link if we want to include it – no longer online.]
- SNAP-Ed PSE Interactive Map: A web-based tool designed to engage implementing agencies to identify community venues, build local partnerships, and assess community readiness through an interactive map format.
- SNAP-Ed Toolkit: A searchable toolkit that helps SNAP-Ed Implementing Agencies explore the SNAP-Ed Evaluation Framework and identify evidence-based interventions to help SNAP-eligible households make healthy eating and physical activity choices on a limited budget
