Elsevier has made available a university-wide trial for Scopus at www.scopus.com (available on-campus only).   Elsevier positions Scopus against  Web of Science.  The Database Review Committee (DRC) has received a proposal from Elsevier that roughly averages to $70,000 per year for the next 3-5 years.   Compared to this price,   DRC pays roughly $117,000 for Web of Science.  This is a substantial saving of  $47,000.   Web of Science did provide backfiles (1900-1944) for a one time fee a few years ago.   DRC is in contact with Elsevier to learn more about backfiles.
