From DEC re: pesticide recertification/renewal –

The pesticide program is doing its best to process renewal/recertification applications.  That being said, we recognize there have been and will be impacts, courses and exams have been cancelled, we are working remotely, which has slowed our processing of applications.  We are having discussions to find relief for applicators who will have their certifications lapse.  Exactly how that will be implemented, I can not say for certain at this time.  As soon as a plan is finalized we will do our best to get that information out to everyone as soon as possible.

I’ll let you know when I hear something.
