“USDA is beginning to release payments made under the Direct Payments component of CFAP. The sign-up period closes on 28 August. It’s hard to imagine why anyone would wait that long, insofar as payments are made based on Q1 production or inventories. Nevertheless, this has some implications for payments. Because this program is based on “discretionary” funding, i.e., it has a specific budget, USDA decided to pay out 80% of the approved benefit and withhold the final payment based on how much of the total budget is left. Obviously, if there isn’t enough money left to pay out 100% of the approved benefit, then each applicant’s actual benefit would be based on a pro-rated share of the remaining funds.”
